Urban waste-to-energy (WtE) policies in Europe and Asia operate at the intersection of sustainable urban management, energy security, and circular economy imperatives, yet policy design and implementation outcomes vary markedly across regions due to institutional, technological, and socio-political factors. This study addresses the problem of inconsistent policy effectiveness in delivering environmental, economic, and social objectives from urban WtE initiatives, despite shared aspirations for reduced landfill dependence and increased energy recovery. The aim is to comparatively evaluate how policy mixes, regulatory frameworks, and governance mechanisms influence WtE performance across major European and Asian urban centers, and to identify best practices transferable across contexts. Specific objectives are (1) to map and compare policy instruments (regulatory standards, feed-in tariffs, procurement schemes, and financing mechanisms) governing WtE in five European cities (Stockholm, Vienna, Copenhagen, Amsterdam, and Berlin) and five Asian cities (Tokyo, Seoul, Singapore, Shanghai, and Mumbai); (2) to assess welfare and environmental outcomes using standardized indicators for energy efficiency, emission controls (NOx, dioxins, furans), waste diversion rates, and lifecycle greenhouse gas emissions; (3) to analyze governance arrangements, stakeholder participation, and public acceptance through qualitative case studies supported by 60 semi-structured interviews with policymakers, utility managers, and community representatives; (4) to quantify policy impact using a mixed-methods model integrating difference-in-differences (DiD) analysis and multivariate regression to isolate policy effect sizes; and (5) to develop a policy toolkit outlining governance, regulatory, and financial design choices associated with successful WtE outcomes in both regions.
