The rapid integration of digital technologies in Indian primary and upper-primary education has highlighted a persistent gap between policy intentions and classroom practice, particularly in rural schools where teacher capability in digital literacy remains underdeveloped and often inequitable across districts. This study investigates how targeted professional development (PD) for teachers influences digital literacy outcomes among students in rural Indian schools, acknowledging that teacher readiness mediates the adoption and effectiveness of digital tools in instructional design and delivery. The aim is to evaluate whether structured PD programmes enhance teachers’ digital literacy, instructional practices, and student digital competencies, and to identify context-specific enablers and barriers to scalable PD models. The specific objectives are (1) to assess baseline levels of teachers’ digital literacy and confidence in integrating ICT; (2) to evaluate the impact of a 12-week, district-implemented PD programme on teachers’ digital pedagogical skills; (3) to examine changes in student digital literacy outcomes post-PD; (4) to explore teachers’ perceptions of PD relevance, feasibility, and sustainability; and (5) to formulate recommendations for scalable, cost-effective PD interventions suitable for rural settings. A mixed-methods design will be employed, combining a quasi-experimental approach with qualitative inquiry. The population comprises government-aided rural schools in the state of Maharashtra, with a purposive sample of 40 schools stratified by district and resource availability. From these, 20 schools will be allocated to the PD intervention condition and 20 to a wait-list control condition. The study anticipates that perceived relevance, ongoing mentoring, and collaborative professional communities will moderate PD effectiveness. The contribution to knowledge lies in providing rigorous, context-sensitive evidence on how structured PD translates into classroom practice and student outcomes in rural Indian settings, articulating a scalable PD model tailored to resource-constrained environments and identifying critical success factors such as leadership endorsement, peer coaching, and affordable ICT provisioning. The main conclusion is that well-designed, locally contextualized PD can meaningfully enhance digital literacy outcomes in rural schools when accompanied by sustained support and infrastructure alignment. Recommendations include policy implications for district-level PD funding, scalable trainer-of-trainers models, integration of PD with existing teacher appraisal systems, and the development of low-cost, offline-capable digital resources to sustain gains beyond the intervention period.
