This study investigates how teacher professional learning (TPL) can be enhanced in rural Kenyan schools, addressing persistent gaps in teacher capacity, instructional quality, and student outcomes linked to limited access to sustained professional development. The aim is to examine the structures, processes, and outcomes of TPL initiatives and identify contextually appropriate mechanisms that strengthen teacher practice and student achievement in rural education. Specific objectives include (1) determining the effectiveness of existing district- and school-based professional development programs; (2) evaluating teachers’ participation, motivation, and perceived relevance of TPL activities; (3) assessing the impact of TPL on instructional practices, classroom engagement, and student learning outcomes; (4) exploring barriers and enablers to scalable, sustainable TPL in rural contexts; and (5) proposing a context-sensitive framework for iterative TPL improvement within Kenya’s Ministry of Education. The anticipated conclusion underscores the necessity of systemic, long-term investment in school-centered professional development, with strategic emphasis on coaching, collaborative inquiry, and content relevance to improve rural educational outcomes. Recommendations include adopting a staggered, school-based TPL model with dedicated time for professional collaboration, formalizing mentorship structures, leveraging mobile and offline digital learning resources, ensuring consistent funding streams, and aligning TPL with national assessment and curriculum reforms to sustain improvement.
