In the contemporary retail environment, small retail businesses face increasing pressure to adopt effective digital marketing strategies to remain competitive in a rapidly evolving technological landscape. Despite the recognition of digital channels as essential for customer engagement and sales growth, many small retailers lack a structured framework for designing, implementing, and evaluating such strategies. This study aims to develop a comprehensive digital marketing framework tailored for small retail enterprises and assess its effectiveness in enhancing business performance. The specific objectives include identifying the key components of successful digital marketing strategies for small retailers, examining the relationship between digital marketing activities and key performance indicators (KPIs), and evaluating the impact of tailored digital strategies on customer engagement, sales, and brand loyalty. This research adopts a mixed-methods sequential explanatory design, integrating qualitative and quantitative approaches to provide an in-depth understanding of digital marketing implementation in small retail contexts. The population comprises 500 small retail businesses operating within an urban metropolitan area with populations of fewer than 50 employees. A stratified random sampling technique is employed to select a representative sample of 150 retail business owners or managers for quantitative data collection. Data collection instruments include structured questionnaires measuring digital marketing activities, business performance metrics, and customer engagement levels, alongside semi-structured interview guides for qualitative insights into strategic planning processes. Validity and reliability are ensured through pre-testing of instruments and Cronbach’s alpha coefficients exceeding 0.8. Descriptive statistics, multiple regression analysis, and path analysis via SPSS and AMOS are used to analyze quantitative data, while thematic analysis is applied to interview transcripts to explore contextual factors influencing strategy adoption. It extends existing literature by focusing on resource-constrained settings and providing empirical evidence on the impact of digital marketing on business performance metrics. Practitioners and policymakers are empowered with actionable insights into the design and evaluation of digital marketing activities, fostering sustainable growth within small retail sectors. The main conclusion signifies that small retail businesses that adopt a strategic, customer-centric digital marketing framework experience measurable improvements in customer engagement, sales, and brand loyalty. Based on these findings, it is recommended that small retailers prioritize digital skill development, leverage affordable digital channels aligned with target audiences, and systematically evaluate their digital strategies against defined KPIs. Future research should explore longitudinal effects of digital marketing frameworks and expand contextual analysis to rural settings, thereby enriching the understanding of digital strategy efficacy across diverse small retail environments.
