Despite the acknowledged importance of digital integration, there remains a significant gap in practical frameworks tailored specifically for small businesses that address the unique resource constraints and operational contexts they face. This study aims to develop a comprehensive framework for integrating digital transformation into the strategic planning of small businesses, thereby facilitating purposeful digital adoption aligned with organizational goals. The key objectives include identifying critical digital technologies relevant to small businesses, examining existing strategic planning models and their adaptation for digital contexts, and empirically validating the proposed framework. Utilizing a mixed-methods research design, the study combines qualitative and quantitative approaches to ensure a holistic understanding of the integration process. The qualitative phase involved semi-structured interviews with 20 small business owners from diverse sectors within the regional economy to explore perceived challenges, opportunities, and best practices related to digital transformation. The quantitative phase employed a structured survey distributed to a stratified random sample of 150 small business managers across the region, with a response rate of 92%. Data collection instruments comprised interview protocols and a validated questionnaire measuring variables such as technological readiness, strategic alignment, and innovation capacity. It advocates for capacity-building initiatives aimed at fostering technological literacy and strategic agility among small business leaders. Based on the findings, the study recommends the development of targeted training programs, simplified digital planning tools, and policy incentives to facilitate broader adoption of digital strategies. Future research should explore longitudinal impacts of framework adoption across different sectors and regions, as well as the integration of emerging technologies such as artificial intelligence and blockchain into small business strategic processes.
