The study addresses the persistent urban–rural disparity in art education policy implementation and its impact on student access, resources, and curricular quality, recognizing that policy intent often fails to translate into equitable practice across diverse school contexts. The aim is to compare how urban and rural policy environments shape the prioritization, funding, curriculum standards, teacher professional development, and assessment practices for art education, and to identify policy-factors that drive equity or exacerbate gaps. Specific objectives include (1) to delineate policy frameworks governing art education in urban and rural districts; (2) to assess differences in resource allocation, including materials, facilities, and specialist staffing; (3) to examine teacher preparation, ongoing professional development, and instruction time dedicated to art; (4) to analyze curricular alignment with national or state standards and assessment practices; (5) to evaluate student outcomes and engagement indicators as proxies for policy effectiveness; and (6) to formulate evidence-based recommendations for policy optimization to reduce inequities. A mixed-methods design will be employed, integrating quantitative and qualitative components to yield a comprehensive understanding of policy effects. The population comprises all public middle and high schools within three metropolitan and three rural districts in a large, socioeconomically diverse country. A stratified random sample of 60 schools (30 urban, 30 rural) will be selected, with proportional representation of secondary grades and school sizes. Quantitative data will be collected through structured policy audits, school-level administrative records, and standardized art course offerings and staffing data, supplemented by student engagement surveys (n = approximately 2,400 students) and teacher questionnaires (n = approximately 180 art instructors). A convergent parallel design will synthesize quantitative and qualitative findings to illuminate convergences and divergences across urban and rural settings. Key expected findings include (a) urban schools generally exhibit broader art curricula and greater access to specialist teachers and materials but encounter variability in policy consistency across districts; (b) rural schools face constraints in instructional time, limited specialist staffing, and smaller material budgets, with policy language often not accompanied by targeted implementation supports; (c) policy enactment is mediated by local governance, community partnerships, and administrative capacities, leading to context-specific adaptations that influence student engagement and perceived relevance of art education; (d) disparities in student outcomes and participation rates correlate with resource and staffing differentials, even when standard curricula are present. The study anticipates confirming the relevance of theories of policy enactment and cultural–historical activity theory in explaining differential translation of policy into classroom practice. The research will contribute to knowledge by offering an empirical, policy-centered comparison that links governance frameworks to classroom realities in art education, providing a robust evidence base for equity-oriented policy reform. The main conclusion is expected to advocate for district-level funding models that explicitly address rural resource gaps, targeted professional development for non-specialist teachers in rural settings, and governance structures that ensure coherent policy rollout with local support mechanisms. Recommended actions include the establishment of minimum art education staffing standards, protected instructional time allocations, and community partnerships designed to augment materials and facilities in rural schools, alongside ongoing monitoring and evaluation protocols to track policy impact on student engagement and achievement in art education.
