This study examines how an Aesthetic Learning framework can operationalize inclusive art education practice and assessment to address persistent inequities in access, participation, and achievement across diverse learner groups. The problem addressed is the mismatch between traditional art education assessment and the diverse ways students perceive and engage with aesthetic experience, which marginalizes learners with differing abilities, languages, and cultural backgrounds. The aim is to develop and validate an integrated Aesthetic Learning framework that links curriculum design, instructional strategies, and formative assessment to inclusive outcomes. Specific objectives are (1) to theorize an ontology of aesthetic learning that accounts for cognitive, affective, and social dimensions of engagement; (2) to design an inclusive pedagogical model incorporating multimodal assessment rubrics aligned with universal design for learning principles; (3) to evaluate how the framework influences access, participation, and achievement in inclusive art education settings; (4) to identify professional development needs for teachers to implement the framework effectively; and (5) to propose a scalable, district-wide implementation plan with monitoring indicators. The study employs a mixed-methods sequential explanatory design conducted in three phases across four urban secondary schools with diverse student populations (n = 1,200 students; 60 art classes). In Phase 1, a theoretical synthesis and expert validation yield a formalized Aesthetic Learning framework, informed by theories of aesthetic experience (Grafstrom and Dewey) and inclusive education (Vygotsky’s social constructivism and Rose’s universal design for learning). Phase 2 involves a quasi-experimental investigation (pretest–posttest control group design) comparing outcomes between intervention groups (n ? 400 students, 20 teachers) implementing the framework against matched control groups (n ? 400). Instruments include a novel Inclusive Aesthetic Engagement Scale (IAES), a curriculum alignment audit tool, and standardized achievement measures in visual arts. Qualitative data are anticipated to reveal enhanced inclusive practices, greater peer collaboration, and more culturally responsive interpretations of art-making and critique. The study is expected to identify essential components for successful implementation, such as explicit rubrics linking aesthetic criteria to multiple modalities, flexible grouping, and ongoing collaborative professional development. Contributions to knowledge include (a) a theoretically grounded, practically implementable framework integrating aesthetic theory with inclusive pedagogy and assessment; (b) a validated measurement instrument (IAES) for monitoring inclusive aesthetic engagement; and (c) empirical evidence on the effectiveness of an integrated framework in improving access and achievement in diverse art education contexts. The study will offer a scalable model for policy-makers and school leaders seeking to redesign art education to be more inclusive, with a clear set of indicators, teacher training modules, and assessment protocols. The main conclusion is that a deliberately designed Aesthetic Learning framework can bridge gaps between inclusive education aims and art classroom practice, leading to enhanced student engagement, equitable participation, and improved artistic outcomes. Recommendations include adopting the framework as a district-wide initiative, embedding multimodal assessment in curricula, investing in sustained teachers’ professional development focusing on culturally responsive pedagogy, and conducting longitudinal follow-up studies to assess long-term impacts on learner identity and academic trajectories in the arts.
