This study investigates how heritage tourism management in Petra can be advanced through community-driven sustainability approaches to mitigate visitor impacts while enhancing local livelihoods, cultural integrity, and site resilience. The problem addressed is the tension between increasing international visitation and the preservation of Petra’s archaeological integrity, local governance capacity, and visitor experience quality. The aim is to develop an empirically grounded framework that links community participation, sustainable tourism practices, and measurable visitor impact outcomes, with objectives to (i) assess residents’ and stakeholders’ perceptions of tourism benefits and costs, (ii) evaluate current community-based governance mechanisms and their effectiveness, (iii) quantify environmental and social impacts of tourism on Petra’s fragile landscape and heritage resources, (iv) test the relationships between community engagement, management interventions, and visitor satisfaction, and (v) propose a scalable, culturally appropriate model for sustainable heritage tourism management. The study integrates perspectives from stakeholders within Petra, including local?? operators, community associations, preservation authorities, and visitors, using a mixed-methods design informed by the theory of community-based natural resource management (CBNRM) and the stakeholder theory. A sequential explanatory design is employed first, a quantitative survey of 400 residents and 200 heritage-tourism business operators assesses perceived benefits, participation, and acceptance of management interventions; followed by qualitative in-depth interviews with 40 key informants (including conservators, guide associations, and municipal officers) to contextualize survey findings. Data collection instruments comprise a structured questionnaire (Likert-scale items on governance participation, perceived sustainability, and visitor impact), semi-structured interview guides, and documentary data from management plans and visitor statistics provided by the Petra Development and Tourism Region Authority. Validity and reliability are established through pilot testing, Cronbach’s alpha checks (? ? 0.78 for scales), and triangulation across data sources. The research expects to identify gaps in policy alignment between national heritage standards and local governance capacity, offering evidence on the critical role of participatory monitoring, inclusive decision-making, and culturally grounded interpretation in sustaining Petra’s heritage. Contribution to knowledge includes (i) an empirically validated, context-specific model linking community-driven governance to sustainable heritage tourism outcomes in Petra, (ii) a layered understanding of the socio-ecological trade-offs associated with visitor management in a mega-archaeological site, and (iii) practical recommendations for the Petra Development and Tourism Region Authority and local communities to implement co-management tools, participatory impact assessment, and revenue-reinvestment schemes. The study informs theory by integrating CBNRM and stakeholder theory with heritage tourism governance, enriching existing models with a granular examination of community participation as a determinant of sustainability in a high-stakes archaeological setting. The main conclusion highlights that durable sustainability in Petra hinges on scalable, transparent, and culturally sensitive community-led governance structures that operationalize participatory monitoring, equitable benefit-sharing, and adaptive management. Recommendations include establishing formal community councils with rights to data access, implementing ongoing environmental impact monitoring with public dashboards, expanding training for local guides in interpretation and conservation, and developing revenue-reinvestment protocols targeted at conservation and social welfare initiatives. Further research is suggested to test the model in similar rock-cut heritage landscapes undergoing intensive visitation.
