Thesis Abstract

This study addresses a critical gap in agricultural education reform by articulating a Participatory Competence Framework that integrates stakeholder agency, practical agronomic skills, and reflective pedagogies to enhance learning outcomes and system-wide adaptability. The problem centers on limited alignment between curricular reforms and the lived realities of farmers, extension officers, and agricultural teachers, which constrains the efficacy of education reform in improving productivity, sustainability, and resilience within farming communities. The aim is to develop and validate a theoretically grounded Participatory Competence Framework (PCF) that operationalizes stakeholder participation, competence development, and contextualized assessment across agricultural education settings. Specific objectives are (1) to identify core competences required for effective participation in agricultural education reform; (2) to examine how participatory processes influence pedagogical quality and learner agency; (3) to develop a parsimonious framework linking competences, learning activities, and assessment practices; (4) to validate the framework using empirical data from stakeholders; and (5) to propose implementation guidelines for policymakers and practitioners. The study adopts a mixed-methods design grounded in constructivist and pragmatist paradigms. A multi-stage sampling approach collects data from 420 participants across three levels learners (n=180), agricultural teachers (n=120), and extension agents (n=120) in five representative districts with diverse agro-ecological zones. Data collection instruments include a structured questionnaire measuring perceived participatory competence, pedagogical effectiveness, and learning outcomes; semi-structured interviews with 40 purposively selected key informants (district education officers, university coordinators, and farmer association leaders); and document analysis of curricula, assessment rubrics, and policy briefs. Validity and reliability are established through content validity by a panel of five experts, pilot testing (n=40), factor analysis (exploratory and confirmatory) for the questionnaire, and Cronbach’s alpha reliability checks (? ? 0.80). Data analysis proceeds with descriptive statistics and structural equation modeling (SEM) to test the proposed relations among participatory components, competencies, and learning outcomes. MS Excel and STATA are used for data preparation and initial statistics, while AMOS or LISREL conducts SEM, and NVivo supports qualitative coding. The expected findings include (a) a validated set of core participatory competences aligned with agricultural education reform goals; (b) evidence that higher levels of stakeholder participation predict enhanced teaching quality, increased learner engagement, and improved practical skill acquisition; (c) a coherent PCF with clearly defined constructs, indicators, and performance thresholds; and (d) practical implementation guidelines that address training, resourcing, and governance for durable reform. The study also anticipates differential effects across stakeholder groups and contexts, offering insight into how cultural, institutional, and resource constraints modulate participatory impact. The study contributes to knowledge by operationalizing a theoretically grounded, transferable framework that connects participatory processes to competence development and educational outcomes in agricultural education. It integrates theories of participatory governance, social constructivism, and competence-based education, drawing on the theory of communities of practice and the capability approach to illuminate how agency and opportunity shape learning trajectories. By providing a robust measurement model and empirical validation, the PCF offers a practical tool for policymakers, school leaders, and extension services to design curricula, teacher professional development, and assessment practices that meaningfully involve farmers and communities in reform. In conclusion, the PCF is expected to offer a comprehensive, adaptable blueprint that supports scalable reform, fosters farmer-centric learning, and strengthens the alignment between agricultural education and sustainable agricultural development. Recommendations include integrating PCF indicators into national curricula audit cycles, embedding participatory appraisal in teacher and extension training programs, and establishing monitoring systems that track competence development and reform impact over time. Further research is advised to test the framework in varied geopolitical settings and to explore longitudinal effects on agronomic productivity and sustainability indicators.
