Thesis Abstract
Smallholder farmers in diverse regional contexts face uneven access to and utilization of agricultural extension services, limiting knowledge transfer, technology adoption, and productivity. This study addresses the problem of regional disparities in extension delivery and its implications for smallholder resilience and yields. The aim is to compare extension delivery effectiveness across selected regions and identify drivers of success and barriers to equitable access, with a view to informing policy and practice. Specific objectives are (1) to evaluate differences in extension contact frequency, content relevance, and channel mix across regions; (2) to assess how extension services influence adoption of climate-smart practices and input use among smallholders; (3) to examine farmer characteristics, institutional arrangements, and stakeholder collaboration as determinants of extension effectiveness; (4) to analyze the role of technology-enabled extension (voice/remote sensing, mobile advisory services) in bridging regional gaps; and (5) to offer region-specific recommendations to enhance equity and impact. The study adopts a cross-sectional, mixed-methods design combining quantitative and qualitative components to provide a comprehensive picture of extension delivery across regions. The population comprises smallholder farmers (household heads aged 18 and above) and extension agents in three economically distinct regions within a country known for agricultural diversity. A multi-stage stratified sampling approach yields a final sample of 1,200 farming households (400 per region) and 60 extension agents (20 per region). Quantitative data are collected via a structured questionnaire capturing extension contact patterns, content received, adoption of eight climate-smart practices, farm inputs, yields, and socio-economic characteristics. Qualitative data are gathered through 24 in-depth interviews with extension staff and 18 focus group discussions with farmers, focusing on perceived quality, trust, accessibility, timeliness, and contextual constraints of extension services. Contribution to knowledge lies in providing rigorous, region-specific evidence on how extension delivery structures, processes, and intermediaries influence adoption and productivity among smallholders, thereby informing policy debates on equitable resource allocation, capacity building, and the scaling of ICT-enabled extension. The research will offer actionable insights for national and regional extension programs, including design of targeted content, diversification of delivery channels, strengthening public–private partnerships, and integration of climate-information services with advisory curricula. The main conclusion is that regional disparities in extension effectiveness persist but can be attenuated through coordinated efforts that (a) tailor content to local agro-ecologies and farmer needs, (b) diversify delivery channels including mobile and community-based agents, and (c) enhance enabling environments for timely, trusted, and participatory farmer engagement. Policy recommendations emphasize adopting region-specific extension budgets, investing in agent training and ICT infrastructure, fostering multi-stakeholder platforms, and prioritizing inclusive indicators to monitor equity in extension outcomes.
