Budgeting and budgetary control are vital tools in managing the financial resources of government-owned parastatals. This study aims to investigate the practices and effectiveness of budgeting and budgetary control systems in government parastatals, focusing on their impact on financial management and performance. The research will employ a mixed-methods approach, combining both quantitative analysis and qualitative insights. Data will be collected through surveys, interviews, and document analysis from a sample of government parastatals across different sectors. The quantitative data will be analyzed using statistical techniques to identify trends and patterns, while qualitative data will be thematically analyzed to provide deeper insights into the budgeting and budgetary control practices. The study will explore the budgeting process in government parastatals, including the preparation, approval, and implementation stages. It will assess the extent to which budgets are aligned with organizational goals and objectives, as well as the level of stakeholder involvement in the budgeting process.
