This study addresses the persistent gap between municipal governance aspirations for inclusive citizen participation and the fragmented, paper-based channels that limit meaningful public engagement in local policy processes. The central aim is to design, implement, and evaluate a local e-consultation portal that enables residents to participate in budgetary and service-delivery decisions, thereby enhancing transparency, legitimacy, and responsiveness of public administration. Specific objectives are (1) to diagnose barriers to citizen engagement in the current local governance ecosystem and identify user requirements for an online consultation platform; (2) to design a user-centric e-consultation portal grounded in participatory and digital governance theories; (3) to implement the portal within a selected municipality using agile methods and iterative user testing; (4) to evaluate usability, accessibility, participation rates, and policy influence of the portal post-implementation; and (5) to develop a scalable framework for integrating e-consultation outcomes into public decision-making processes. It extends the literature on citizen participation in the local state by operationalizing participatory mechanisms within a real-world municipal context, and by providing a replicable methodological blueprint for design, deployment, and evaluation of local digital engagement platforms. The main conclusion anticipated is that a well-designed e-consultation portal can meaningfully augment citizen engagement and policy responsiveness when accompanied by structured governance integration, continuous capacity-building for officials, and an explicit feedback loop to participants. Recommendations include adopting a modular, standards-based portal architecture, embedding e-consultation outcomes into regular procurement and budgeting cycles, fostering digital inclusion initiatives to broaden participation, and institutionalizing ongoing evaluation to monitor impact and inform iterative improvements.
