The rapid digitization of public services across local administrations presents a critical gap between policy intentions and the actual uptake and impact of e-government initiatives, particularly in diverse governance contexts where institutional capacity, citizen trust, and technological infrastructure vary substantially. This study addresses the problem of inconsistent e-government adoption across municipalities worldwide, which undermines the potential for enhanced service delivery, transparency, and citizen engagement, and contributes to unequal access to digital public goods. The aim is to conduct a comparative analysis of e-government adoption in local administrations worldwide, with three specific objectives (1) to identify determinants of adoption intensity across municipalities, (2) to examine how institutional, socio-economic, and technological contexts shape adoption outcomes, and (3) to assess the relationship between adoption levels and service delivery performance, citizen satisfaction, and transparency. The research tests hypotheses that (a) higher institutional maturity and administrative capacity predict greater e-government adoption; (b) stronger digital infrastructure and ICT readiness correlate with higher adoption levels; and (c) greater transparency and citizen engagement mediate the relationship between adoption and service outcomes. A mixed-methods design is employed, combining quantitative cross-sectional analysis of a representative sample of 240 municipalities drawn from five developed and five developing country contexts, and qualitative case studies of 20 municipalities selected to reflect diverse governance arrangements, urban-rural compositions, and technology maturities. Quantitative data are collected from secondary sources (national e-government indices, ICT infrastructure indicators, budgetary data, and service delivery metrics) and primary survey data from 2,400 municipal officials and 6,000 citizens, collected via standardized questionnaires. The study employs regression analyses, including hierarchical linear modeling to account for nested data structures (citizens within municipalities), as well as multivariate ANOVA to compare adoption patterns across country groups, and path analysis to test mediation effects of transparency and citizen engagement. Qualitative data are gathered through in-depth interviews with 120 municipal managers and 40 public-education sessions, with thematic analysis conducted to derive cross-case patterns and contextual explanations. The study anticipates identifying policy-relevant thresholds of digital maturity and governance capacity that distinguish successful from underperforming implementations. This research contributes to knowledge by offering a robust, globally comparative empirical assessment of e-government adoption in local administrations, clarifying how contextual and organizational factors shape digital public service transformation, and integrating citizen-centered outcomes into the evaluation of adoption success. It provides cross-country transferable insights and a nuanced typology of adoption trajectories to inform national and subnational policy design, investment prioritization, and governance reforms. The main conclusion is that e-government adoption is not merely a technical endeavor but a governance and contextual phenomenon; effective adoption requires synchronized improvements in institutional capacity, digital infrastructure, cybersecurity, and genuine citizen engagement. Policy recommendations include targeted capacity-building programs for municipalities, incremental investments in interoperable ICT platforms, governance reforms to enhance transparency and accountability, and the scaling of participatory digital services to maximize public value across diverse local contexts.
