The proliferation of digital technologies has transformed the role of public libraries from traditional information repositories to vital community centers for digital fluency development, necessitating the assessment of digital literacy training impacts on urban public library users. This study aims to evaluate the effectiveness of digital literacy training programs in enhancing users' digital competencies within a metropolitan public library system, with specific objectives to measure changes in digital skills, assess user perceptions of training quality, and identify barriers to effective digital literacy acquisition. Utilizing a mixed-methods research design, the study integrates quantitative surveys and qualitative interviews to provide a comprehensive understanding of the training impacts. The population comprises 15,000 library users across six urban branches, with a stratified random sample of 600 users selected to ensure representation across age, gender, and socio-economic groups. It advances understanding of how structured training can bridge digital divides, especially among marginalized populations, and underscores the importance of strategic program design aligned with users’ needs. The study also enriches theoretical discourse by integrating TAM and DOI to frame user acceptance and diffusion processes in community library settings. Based on the findings, the study recommends systematic capacity building for library staff to enhance instructional quality, increased investment in technological infrastructure, and tailored outreach strategies to engage underserved communities. Policy suggestions include integrating digital literacy training into broader educational and social inclusion policies to reinforce sustainability and scalability. The research concludes by emphasizing the critical role of public libraries as accessible platforms for digital skills development and advocates for ongoing assessment to adapt programs to evolving technological landscapes. Further studies are proposed to examine long-term impacts of digital literacy interventions on community socioeconomic outcomes, and to explore innovative pedagogical approaches tailored to diverse user profiles.

Thesis Overview

This research explores how effective digital literacy training is in improving services provided by urban public libraries. Digital literacy – the ability to use digital tools and navigate the internet confidently – is increasingly important for library users who want to access information, job opportunities, government services, and participate in the digital economy. Despite investments in digital literacy programs, there is limited understanding of how these trainings impact users’ skills, confidence, and their overall engagement with library services. The study aims to assess the effectiveness of digital literacy training sessions offered by an urban public library system, identifying factors that influence their success or failure. It seeks to answer questions such as: How much do users' digital skills improve after training? What barriers prevent effective learning? And how does improved digital literacy affect their use of library resources? To do this, the researcher will adopt a mixed-methods approach. Quantitative data will be collected through pre-and post-training surveys administered to a sample of around 300 library users participating in digital literacy sessions.
