This study addresses the fragmented landscape of data privacy regulation across major jurisdictions and investigates how divergent legal frameworks influence organizational compliance, cross-border data flows, and individual rights protection in digital markets. The problem arises from inconsistent definitions of personal data, disparate enforcement mechanisms, and varying thresholds for consent, which collectively impede global interoperability of privacy protections and create compliance costs for multinational enterprises. The aim is to conduct a comparative analysis of data privacy laws across the European Union, the United States, and the Asia-Pacific region to identify convergences, divergences, and their practical implications for governance, corporate compliance strategies, and user rights. Specific objectives are to (1) map core substantive provisions (definitions, purposes, lawful bases for processing, data subject rights, and transfer regimes) across the selected jurisdictions; (2) evaluate enforcement regimes, penalties, and the role of supervisory authorities; (3) analyze cross-border data transfer mechanisms and adequacy decisions; (4) assess the impact of privacy laws on innovation, digital markets, and small- and medium-sized enterprises; and (5) develop a framework for harmonizing compliance approaches while preserving jurisdictional safeguards. Methodologically, the study adopts a comparative multi-method design combining legal doctrinal analysis with empirical insights. The population comprises enacted privacy statutes, implementing regulations, and supervisory guidance from the European Union, the United States, and three representative Asia-Pacific jurisdictions (Australia, Singapore, and Japan). A purposive sample of 60 secondary sources, including statutory texts, regulatory guidelines, and enforcement records from 2015–2025, will be analyzed. Additionally, semi-structured interviews with 22 senior compliance officers from multinational corporations and 8 regulators will be conducted to capture practical interpretive variances and enforcement experiences. Data collection instruments include a coding framework for cross-jurisdictional provisions, policy document analysis templates, and an interview protocol designed to elicit perceptions of practicality, effectiveness, and barriers to compliance. Validity will be ensured through triangulation across legal texts, regulatory actions, and stakeholder interviews, while reliability will be enhanced via inter-coder agreement checks (Cohen’s kappa ? 0.70) and audio-recorded interview verification. The study will also apply established theories of regulatory compliance and risk-based governance, notably the Cialdini-informed legitimacy framework and the Information Privacy Regime Theory, to interpret harmonization dynamics and compliance behavior. Expected findings include (a) a convergence trend on core privacy principles (principle of purpose limitation, data minimization, and transparency) with divergent interpretations of consent and rights to erasure; (b) evidence that robust enforcement and clearly defined cross-border transfer mechanisms correlate with higher compliance readiness among multinational firms, albeit at variable cost burdens; (c) identification of friction points for SMEs arising from complex transfer frameworks and fragmented cybersecurity obligations; and (d) nuanced understanding of how cultural, political, and economic factors shape jurisdiction-specific privacy governance. The study contributes to knowledge by offering a comprehensive, empirically grounded comparative framework that integrates legal analysis with practitioner perspectives to illuminate how disparate privacy regimes influence global data governance, regulatory certainty, and innovation ecosystems. It will generate policy recommendations for policymakers seeking harmonization pathways that maintain core privacy protections while reducing unnecessary compliance frictions, and practical guidance for enterprises to optimize cross-border data flows and risk management strategies. The main conclusion posits that targeted alignment on interoperability standards and mutual recognition of privacy impact assessments can enhance cross-jurisdictional efficiency without diluting fundamental rights, and recommends phased, sector-specific convergence facilitated by international cooperation and enhanced regulatory transparency.
