The rapid digital transformation within the healthcare sector has heightened the exposure of sensitive patient data and operational systems to cyber threats, underscoring the critical need for effective risk management and cyber insurance strategies. Despite increased recognition of cybersecurity risks, the extent of cyber insurance adoption among healthcare organizations remains uncertain, hindering comprehensive risk mitigation efforts. This study aims to assess the factors influencing the adoption of cyber insurance and its integration within overall risk management practices in hospitals. The specific objectives are to identify organizational, technological, and regulatory determinants affecting cyber insurance uptake; evaluate perceived benefits and barriers; and analyze the relationship between cyber insurance adoption and the efficacy of risk mitigation strategies. Employing a descriptive, cross-sectional survey research design, the study targets a population of 150 hospital administrators, cybersecurity officers, and risk managers across a metropolitan region known for its diverse healthcare facilities. A stratified random sampling technique ensures proportional representation across hospital sizes and ownership types, resulting in a sample size of 120 respondents, determined via Cochran’s formula to ensure statistical validity. Data collection instruments include a structured questionnaire developed based on existing literature and validated through a pilot study involving 15 healthcare professionals. The questionnaire comprises Likert-scale items measuring perceptions of risk, organizational readiness, and attitudes toward cyber insurance, alongside demographic questions. To complement quantitative findings, semi-structured interviews with 10 key informants explore contextual understanding of barriers and facilitators to adoption. The study anticipates discovering a positive association between cyber insurance adoption and proactive risk management, indicating that organizations with comprehensive cybersecurity protocols are more inclined towards insurance procurement. The results are intended to contribute to the literature by identifying specific motivators and obstacles within the healthcare context and providing a framework for enhancing cyber resilience. This research advances current understanding by integrating theoretical perspectives from the Theory of Planned Behavior and the Risk Information Seeking and Processing Model to explain decision-making processes regarding cyber insurance. It offers practical contributions by generating actionable recommendations for healthcare administrators, policymakers, and insurance providers aimed at improving adoption rates and integrating cyber risk considerations into strategic planning. The study concludes that targeted interventions—such as policy incentives, educational programs, and tailored insurance products—can significantly improve cyber resilience in healthcare institutions. Recommendations include developing industry-specific insurance models, increasing awareness of cyber risks through continuous training, and fostering regulatory frameworks that incentivize proactive cybersecurity investments. Future research directions involve longitudinal studies to assess the impact of cyber insurance on incident response outcomes and the evolution of cyber risk landscapes over time. This thesis ultimately aims to inform best practices for managing cybersecurity risks through strategic insurance adoption, thereby enhancing the resilience and operational stability of healthcare organizations amidst an increasingly complex cyber-threat environment.
