The central conclusion anticipates that diplomatic history is best understood as the product of interacting security levels, with macro-structural constraints shaping emergent micro- and meso-level behaviors, creating path-dependent trajectories. Policy-relevant recommendations emphasize the importance of transparent information-sharing protocols, cross-bureaucratic liaison mechanisms, and scenario-based training to mitigate misperceptions and miscalculations in high-stakes diplomacy.
