Thesis Abstract

In an era characterized by rapid socio-economic changes and evolving workforce demands, lifelong learning has emerged as a vital strategy for fostering individual development and community resilience. Despite this recognition, many communities face significant barriers in accessing and sustaining effective lifelong learning opportunities, often due to inadequate program design, lack of contextual relevance, and limited community participation. This study critically examines the design, implementation, and evaluation of a community-based lifelong learning program aimed at enhancing skills, knowledge, and social cohesion within urban neighborhoods. The principal aim of this research is to develop an effective model for community-based lifelong learning programs that are tailored to local needs and are sustainable over time. Specifically, the study seeks to (1) explore the contextual factors influencing lifelong learning engagement in marginalized urban communities, (2) design a participatory lifelong learning program grounded in community needs and preferences, (3) implement the program in selected community centers, and (4) evaluate its effectiveness in improving learning outcomes, social cohesion, and community empowerment. Employing a mixed-methods research design, the study integrates quantitative surveys and qualitative case studies to provide a comprehensive understanding of the program’s impact. The target population comprises adult residents aged 25 to 60 years within three urban neighborhoods, totaling approximately 600 individuals. A stratified random sampling technique will select 200 participants for quantitative data collection through structured questionnaires measuring engagement levels, skill acquisition, and perceptions of community cohesion. Additionally, purposive sampling will identify key informants—including community leaders, program facilitators, and participant focus groups—for qualitative data collection through interviews and focus group discussions. Data collection instruments include validated questionnaires adapted from the Adult Learners’ Engagement Scale and Social Cohesion Index, alongside semi-structured interview guides developed for the qualitative component. Content validity will be established through expert review, and pilot testing will ensure instrument reliability, with Cronbach’s alpha anticipated to exceed 0.80 for quantitative measures. Quantitative data will undergo descriptive and inferential statistical analysis employing multiple regression analysis to determine relationships between program participation and outcomes. Qualitative data will be subjected to thematic analysis following Braun and Clarke’s approach, facilitating identification of emergent themes related to participant experiences and contextual factors influencing engagement. The analytical framework is informed by Andragogy Theory and Community of Practice principles, which underpin participatory and learner-centered program design. It is anticipated that the study will reveal significant increases in participants’ skills and knowledge, heightened social cohesion, and improved perceptions of community belonging post-intervention. Findings are expected to demonstrate that community involvement in program development enhances relevance, motivation, and sustainability of lifelong learning initiatives. This research contributes to knowledge by providing a theoretically grounded, empirically validated model for designing community-based lifelong learning programs that are adaptable to diverse urban contexts. It fills existing gaps in literature regarding effective participatory approaches and comprehensive evaluation strategies for community-driven learning initiatives. The study concludes that tailored, participatory program models significantly foster lifelong learning engagement and community resilience, with implications for policymakers, educators, and community practitioners. Based on the findings, the study recommends adopting a participatory framework in the design of lifelong learning programs, integrating community feedback mechanisms, and establishing partnerships with local organizations. It also advocates for further longitudinal research to assess long-term impacts and scalability of the model across different socio-economic settings. This study underscores the crucial role of community involvement in fostering sustainable lifelong learning ecosystems capable of addressing contemporary societal challenges.
