This study investigates the comparative effectiveness of various property valuation methods in urban and rural contexts, addressing the persistent challenge of achieving accurate and reliable property valuations across diverse geographic environments. Accurate property valuation is fundamental to real estate transactions, taxation, mortgage lending, and urban planning; however, the applicability and precision of conventional valuation techniques may vary significantly between densely populated urban areas and less developed rural regions. The primary aim of this research is to evaluate and compare the performance of standard property valuation methods—namely the sales comparison approach, the income approach, and the cost approach—in urban and rural settings, with a view to identifying context-specific strengths and limitations. The specific objectives include (1) to assess the accuracy of each valuation method within selected urban and rural localities; (2) to identify key factors influencing valuation discrepancies; (3) to develop a hybrid valuation framework tailored for differing environments; and (4) to recommend best practices for property valuation practitioners operating in varied geographic contexts. The research adopts a mixed-methods approach, combining quantitative and qualitative techniques. The quantitative component involves a comparative analysis of valuation outcomes derived from each method in a sample of 300 properties—150 from urban areas and 150 from rural areas—located within the jurisdiction of the Federal Capital Territory.
