Designing and evaluating a participatory governance model for worker cooperatives

Thesis Abstract

In the evolving landscape of cooperative enterprise, effective governance structures are critical to ensuring member participation, operational transparency, and sustainable growth. Despite the acknowledged importance of participatory governance in worker cooperatives, there remains limited empirical evidence on how to systematically design, implement, and evaluate such models within diverse cooperative contexts. This study aims to develop a comprehensive participatory governance framework tailored for worker cooperatives and to assess its effectiveness in enhancing member engagement, decision-making efficiency, and organisational performance. The specific objectives include identifying key principles and practices of participatory governance relevant to worker cooperatives; designing a context-sensitive governance model based on these principles; implementing the model within selected cooperatives; and evaluating its impact through rigorous qualitative and quantitative methods. The research adopts a mixed-methods approach, integrating a descriptive case study design with quasi-experimental evaluation. The population comprises worker cooperatives operational within the manufacturing sector in the metropolitan region, totaling approximately 45 enterprises. A stratified random sample of 15 cooperatives will be selected for intervention deployment. Data collection instruments include structured questionnaires measuring perceptions of governance effectiveness, member participation levels, and organisational performance, alongside semi-structured interview guides and focus group protocols to capture qualitative insights. Quantitative data will be analyzed using regression analysis and ANOVA to determine statistically significant changes pre- and post-implementation, whereas qualitative data will be subjected to thematic analysis to interpret contextual factors influencing governance practices. The study hypothesizes that cooperatives implementing the participatory governance model will exhibit significantly higher levels of member engagement and decision-making satisfaction, as well as improved financial and operational outcomes, compared to cooperatives maintaining traditional governance structures. It is anticipated that the integrated approach will reveal critical facilitators and barriers to effective participation, as well as contextual variables that influence the success of governance reforms. Expected findings include evidence that participatory governance enhances transparency, fosters collective ownership, and improves organisational resilience in worker cooperatives. The research will identify specific practices—such as democratic decision-making processes, inclusive communication channels, and capacity-building activities—that are instrumental in achieving these outcomes. The evaluation will further elucidate the relationship between governance practices and organisational performance metrics, providing a nuanced understanding of causality and contextual contingencies. This doctoral thesis will contribute significantly to the theoretical and practical understanding of cooperative governance. It will extend existing models by integrating participatory principles with empirical validation specific to worker cooperatives, supported by the application of stakeholder theory and participatory management frameworks. It will also fill critical gaps in the literature regarding context-specific design and empirical assessment of governance models, thus offering a blueprint for cooperative practitioners and policymakers seeking to enhance member participation. The main conclusion is expected to affirm that tailored participatory governance models, grounded in cooperative values and adapted to specific operational contexts, substantially improve organisational outcomes. Based on the findings, the study will recommend the adoption of customized participatory practices, structured training for members, and organizational reforms to embed participatory decision-making at all levels. Further research suggestions will include longitudinal studies to track sustainability over time and comparative analyses across different sectors and geographical regions, thereby enriching the discourse on governance innovation in cooperative enterprises.
