Cooperative procurement offers a strategic response to the purchasing constraints faced by small and medium-sized enterprises (SMEs) operating in dense urban markets, where individual firms often encounter limited bargaining power, fragmented supplier relationships, and rising input costs. This study addresses the gap by designing, implementing, and evaluating a digital cooperative procurement platform aimed at aggregating demand, standardizing specifications, and enabling bulk purchasing for urban SMEs. The aim is to enhance procurement efficiency, reduce transaction costs, and improve supplier diversification while maintaining service quality and compliance with urban market regulations. Specific objectives are (i) to architect a scalable platform architecture that supports dynamic aggregation of SME orders, supplier onboarding, and transparent pricing; (ii) to implement governance mechanisms that ensure equitable participation, trust, and data security; (iii) to evaluate operational performance through a controlled pilot in three metropolitan districts involving 180 participating SMEs and 25 supplier entities; (iv) to assess impacts on cost savings, lead times, and supplier satisfaction; and (v) to develop a framework linking platform features to organizational outcomes and long-run adoption.
