A Framework for Evaluating Governance in Co-operative Economies

Thesis Abstract

Effective governance is pivotal to the sustainable development and operational efficiency of co-operative economies, yet there remains limited systematic frameworks for evaluating governance practices within this sector. This study addresses this gap by developing a comprehensive evaluative framework that integrates best practices, normative standards, and contextual variables influencing governance in co-operatives. The primary aim is to construct a robust, operationalizable model capable of assessing governance quality, transparency, accountability, stakeholder participation, and decision-making processes in co-operative organizations. Specific objectives include analyzing existing governance evaluation methods, identifying pivotal governance indicators, and validating the proposed framework through empirical testing across diverse co-operative sectors. Employing a mixed-methods research design, the study integrates qualitative and quantitative approaches to generate a nuanced understanding of governance practices. The population comprises 150 registered co-operatives within the agricultural and financial sectors in the country, selected through stratified random sampling to ensure representativeness. A total of 60 co-operatives are sampled for in-depth case studies, while a survey instrument is distributed to 300 co-operative members and managers, achieving a response rate of 80%. Data collection instruments include structured questionnaires, semi-structured interview guides, and documentary analysis of governance policies and reports. Quantitative data are analyzed using multivariate regression analysis to examine relationships between governance variables and organizational performance, while qualitative data undergo thematic analysis guided by NVivo software to identify recurrent themes related to governance strength and deficiencies. Key expected findings suggest that effective governance correlates positively with financial sustainability, member satisfaction, and resilience in co-operative contexts. The framework is anticipated to identify specific governance practices that significantly influence organizational outcomes, highlighting the importance of participatory decision-making, transparency mechanisms, and regulatory compliance. The study also expects to reveal sector-specific governance challenges and strengths, facilitating tailored interventions. These insights will lead to the development of a validated governance evaluation tool that can be adopted by policymakers, regulatory bodies, and co-operative organizations seeking to improve governance standards. The study contributes to the theoretical corpus by integrating institutional theory with stakeholder theory, providing an explanatory basis for governance practices within co-operatives. It extends existing literature by offering a context-sensitive, empirically validated evaluation framework, addressing the paucity of practical tools tailored to co-operative settings. Additionally, the research advances methodological approaches by combining quantitative assessments with qualitative insights, ensuring a holistic evaluation model. In conclusion, the findings underscore the critical role of transparent and participatory governance in enhancing co-operative effectiveness and sustainability. Recommendations include the adoption of the proposed framework by co-operative federations, capacity-building programs for governance practitioners, and policy adjustments to strengthen regulatory oversight. Future research should explore longitudinal application of the framework to assess governance dynamics over time and across different socio-economic contexts. Overall, this study provides a significant step toward formalizing governance assessment in co-operative economies, fostering improved organizational performance, member trust, and sector resilience.
