The study addresses the persistent misalignment between cooperative value creation activities and measurable security benefits in multi-stakeholder ecosystems, where fragmented governance and divergent incentives impede effective risk mitigation and shared resilience. It investigates how a Cooperative Value Co-Creation Framework can harmonize joint value propositions, resource flows, and governance arrangements to achieve tangible security benefits for member organizations and surrounding communities. The aim is to develop and validate a theoretical framework that articulates the mechanisms through which cooperative actors co-create security value, supported by an empirically grounded model of governance, collaboration, and capability development. The study concludes that a deliberate alignment of shared value creation with governance arrangements and trust-building mechanisms substantially enhances security performance, and recommends that cooperatives institutionalize joint risk assessment, transparent cost-sharing, and periodic co-creation workshops as standard practice. Policy implications include the need for standardized interoperability protocols, governance charters that codify information-sharing boundaries, and incentives for inclusive participation. Suggestions for future research encompass longitudinal testing of the framework, cross-regional replication to assess contextual generalizability, and the exploration of digital platforms as enablers of scalable value co-creation in security management.
