The rapid advancement of digital technologies has transformed access to information and communication, yet sizable segments of the adult population remain digital illiterate, facing barriers that hinder their full participation in an increasingly digital society. This study addresses the pressing need to design, implement, and evaluate effective digital literacy programs tailored for adult learners, particularly those with limited prior exposure to digital tools. The primary aim is to develop a comprehensive framework that enhances digital competencies among adults, thereby promoting greater socio-economic inclusion. The specific objectives include (1) assessing the current level of digital literacy among adult learners; (2) designing a contextually relevant digital literacy intervention based on established pedagogical principles; (3) implementing the program within a selected community; and (4) evaluating its effectiveness through empirical analysis. The research adopts a mixed-methods sequential explanatory design, integrating quantitative and qualitative approaches to provide a holistic assessment of the program's impact. The quantitative component involves a quasi-experimental pre-test/post-test control group design with a sample of 200 adult learners drawn from workplace learning centers and community adult education programs.
