The rapid proliferation of digital technologies has underscored the importance of digital literacy as a critical component of adult learning, yet disparities persist between urban and rural populations, potentially impeding equitable access to digital opportunities. This study investigates the comparative levels of digital literacy among adults in urban and rural areas, aiming to identify the socio-cultural and infrastructural factors influencing digital competencies and to inform targeted interventions for bridging the digital divide. The specific objectives are to measure and compare digital literacy levels across the two settings, examine the determinants influencing these levels, and explore the role of institutional, technological, and individual factors in shaping digital skills among adults. Employing a cross-sectional survey research design, the study sampled 600 adults aged 25-60 years, equally divided between urban and rural communities in the region. The sample was selected through stratified random sampling to ensure representativeness across age groups, educational attainment, and socio-economic status.
