The rapid proliferation of digital technologies has intensified the need to evaluate and compare how adult education programs across countries cultivate digital literacy among diverse learner populations, yet existing cross-national analyses are fragmented and uneven in methodological rigor. This study addresses the problem by systematically examining the structures, processes, and outcomes of digital literacy initiatives within adult education across four diverse national contexts, aiming to identify effective practices, contextual constraints, and transferable insights for policy and program design. The aim is to generate evidence on how program design, instructional strategies, and support ecosystems influence digital literacy acquisition among adults with varying levels of prior ICT experience, barriers, and motivation. Specific objectives are to (1) map national policy and programmatic differences that shape digital literacy curricula in adult education; (2) assess learners’ digital literacy competencies using a standardized assessment aligned with the European Digital Competence Framework for Lifelong Learning (DigComp); (3) examine instructional approaches, resource availability, and teacher competencies and their association with learner outcomes; (4) analyze how socio-demographic factors, prior ICT exposure, and learning goals mediate digital literacy gains; and (5) synthesize cross-country best practices and contextualized recommendations for scalable program design. The study adopts a cross-sectional, mixed-methods design combining quantitative assessment and qualitative insights to enable triangulation of results. The population comprises adult learners enrolled in formal and non-formal digital literacy programs within four countries representing varied stages of digital inclusion Country A, Country B, Country C, and Country D. A stratified multistage sampling approach will recruit 1,200 learners (approximately 300 per country), ensuring representation across age, gender, educational attainment, and urban–rural residence. A parallel sample of 120 program instructors and coordinators (30 per country) will be included to capture instructional practices and program implementation context. Quantitative data will be collected through a DigComp-aligned digital literacy assessment, learner surveys on motivation and self-efficacy, and program metadata (curriculum content, duration, modality, and resource availability). Qualitative data will be gathered via semi-structured interviews with instructors and program directors, focus groups with learners, and document analysis of curricula, policy briefs, and instructional materials. Analytical techniques will include descriptive statistics and multivariate regression analyses to identify predictors of digital literacy gains, ANCOVA to compare outcomes across countries while controlling for covariates, and hierarchical linear modeling to account for classroom- and program-level effects. Structural equation modeling (SEM) will test a hypothesized model linking instructional quality, resource accessibility, learner motivation, and digital literacy outcomes. Qualitative data will be analyzed using thematic analysis with a priori and emergent codes, followed by cross-country synthesis to illuminate contextual factors and mechanisms underpinning quantitative results. The study’s contribution includes a validated cross-national assessment framework aligned with DigComp, rigorous comparative methodology, and actionable recommendations for policymakers, program developers, and educators to design scalable, equity-oriented digital literacy programs.
