This study investigates the effectiveness and equity of digital literacy development within adult education programs across urban, peri-urban, and rural settings to address rising digital inclusion gaps for learners aged 25–65. The problem addressed is uneven access to digital competencies that constrain lifelong learning, employability, and civic participation, particularly among low-income and older adult learners.
