Thesis Abstract

Blended learning has become a pervasive modality in adult education, yet empirical evidence on its effectiveness, implementation quality, and learner outcomes in real-world field settings remains fragmented, limiting scalable policy and practice recommendations. This study addresses the gap by examining how blended learning environments influence adult learners' engagement, attainment, and transferable skills within community-based vocational training programs. The aim is to assess the effectiveness, feasibility, and contextual determinants of blended learning, and to develop a practical framework for its design and evaluation in adult education. Specific objectives are (1) to evaluate learner engagement, satisfaction, and persistence in blended versus predominantly face-to-face modalities; (2) to measure changes in vocational competencies and digital literacies; (3) to identify instructional design features, technological supports, and organizational factors associated with successful implementation; (4) to examine equity dimensions, including access, participation, and outcomes across gender, age, and socio-economic status; and (5) to propose an evidence-based framework for ongoing assessment of blended learning quality in adult education. The study adopts a mixed-methods, explanatory sequential design situated in eight community-based adult education centers delivering vocational training to about 1,200 enrolled learners annually. The quantitative phase employs a quasi-experimental matched-control design with 320 learners in blended programs and 320 in traditional face-to-face programs, matched on prior achievement, occupation, and age. Instruments include validated scales for learner engagement ( adapted Utrecht Work Engagement Scale for learning ), digital literacy assessments, and a competency-based performance rubric aligned with program curricula. Data collection occurs at three points baseline (pre-course), mid-course, and program completion. The qualitative phase involves semi-structured interviews and focus groups with 48 learners, 16 instructors, and 12 program coordinators to illuminate contextual influences and design features. Data analysis utilizes multilevel regression to examine relationships between modality, engagement, and outcomes, controlling for prior achievement and demographic factors; propensity score matching strengthens causal inferences. Thematic analysis of interview and focus group transcripts identifies patterns related to instructional design, technology use, instructor support, and organizational culture. A convergent mixed-methods integration will triangulate findings to refine the proposed framework. Expected findings indicate that blended learning improves on-time course completion rates by 12% and enhances post-course competency scores by a mean of 0.45 standard deviations relative to traditional modalities, with effect magnitudes moderated by access to reliable broadband, instructor presence, and timely feedback. Digital literacy gains are anticipated to be higher in blended settings, particularly among adult learners with lower initial digital skills, provided targeted scaffolds are in place. Qualitative insights are expected to reveal that high-quality instructional design—combining asynchronous content with structured synchronous sessions, proactive learner support, and contextually relevant assessments—substantially contributes to learner motivation and perceived competence. Equity analyses may show reduced attainment gaps when blended formats incorporate inclusive practices, such as low-bandwidth options and mobile-friendly resources. The study contributes to knowledge by (a) providing empirically grounded estimates of blended learning effectiveness in adult education within a real-world field context, (b) identifying design principles and organizational prerequisites that optimize outcomes, and (c) proposing a practical, transferable framework for ongoing assessment of blended learning quality applicable across diverse adult education settings. The research also extends theoretical understanding by integrating constructivist and socio-technical perspectives with adult learning theory to explain how interaction, tool use, and social support mediate learning in blended environments. Based on findings, the study recommends a structured blended-learning design framework emphasizing learner-centered scaffolds, instructor presence, equitable access, and data-driven quality assurance processes. Policy implications include guidance for funding models that support technology infrastructure, professional development for instructors, and standardized assessment rubrics for blended programs. Further research directions include longitudinal tracking of career outcomes, exploration of discipline-specific blended models, and cross-cultural validation of the proposed framework in varied adult education contexts.
