Abstract
This thesis investigates the implementation of performance management systems in public sector organizations, with a focus on a particular case study. The study aims to address the challenges and opportunities associated with adopting and utilizing performance management systems in the public sector, with a view to improving organizational efficiency, accountability, and service delivery. Through an in-depth analysis of the case study organization, this research explores the key factors that influence the successful implementation of performance management systems, including the role of leadership, organizational culture, and stakeholder engagement. The research methodology employed in this study is a mixed-methods approach, combining qualitative and quantitative data collection methods. Data was gathered through interviews, surveys, document analysis, and direct observation to provide a comprehensive understanding of the implementation process and its outcomes. The study also incorporates a thorough review of relevant literature on performance management systems in public sector organizations to contextualize the findings within existing theoretical frameworks and empirical evidence. The findings of this study reveal the complexities and nuances involved in implementing performance management systems in public sector organizations.
