Abstract
This thesis examines the effectiveness of e-government services in enhancing citizen engagement and participation in public administration. The rapid advancement of information and communication technologies has transformed the way governments interact with their citizens, providing opportunities for more transparent and efficient service delivery. E-government services offer a platform for citizens to access government information, participate in decision-making processes, and engage with public officials. However, the extent to which these services contribute to enhancing citizen engagement and participation remains a subject of debate. The study begins with an exploration of the theoretical background of e-government services and their potential impact on citizen engagement. It highlights the importance of effective communication, accessibility, and usability of these services in promoting citizen involvement in public administration. The research problem focuses on identifying the key challenges and limitations that may hinder the full realization of the benefits of e-government services in fostering citizen engagement. The objectives of the study are to assess the current state of e-government services, analyze their impact on citizen engagement and participation, identify barriers to effective utilization of these services, and propose recommendations for enhancing their effectiveness. The research methodology involves a mixed-methods approach, combining quantitative analysis of survey data and qualitative examination of case studies and interviews with key stakeholders. The findings reveal that while e-government services have the potential to improve citizen engagement, several challenges exist, including digital divide issues, lack of awareness, and concerns about data privacy and security.
