In summary hospital billing is amount of money to be paid or charges given to a patient for treatment care, cure of illness and other services render by the doctor. Hospitals are responsible for the supply of drugs to patients at specific drug rate, but their billing has been manually processed. The aim of this project work is to design and implement hospital billing system. Before now there have been numerous problems faced by the hospital in operating the manual system of billing which is not very efficient, a lot of paper work has been done, receipt, irrespective of the number of patients take long period of time to prepare, due to the voluminous numbers of drugs used. Records of patients serve as information for preparing management decision are very difficult to locate manually, because of these problems errors arising from such system become very noticeable. The hospital billing software is to hold information on patients bills in different departments in the hospital. The development of the system is to ensure that the number of patients being attended to on daily basis is known or track down and also at same time accounting for bills of the patients. It helps the hospital to know with ease how much they realize. This information can be used by a hospital to determine and calculate the average number of patient that is treated in the hospital in a week, month or year. The total cash the hospital can make and expenditure in a particular period of time can be determined using the figures. 1.2 STATEMENT OF THE PROBLEM Over the year, the problems existing with the current manual processing information in the hospital are: Files and records are not properly kept due to the use of paper to keep records. Inability to search for a particular record when the need arises. Slow processing of information. Errors are easily made and hardly detected. The manual system does not ensure durability of record storing. Information is not well maintained. Time consumption due to the use of calculator, pen and paper to compute the patients’ bills. AIM AND OBJECTIVES OF THE STUDY The purpose of this study is to design and implement hospital billing system that will ensure efficient record process in the establishment such as: To design a computerized system for managing hospital billing. To design a system that will accurately compute total bill of patients. To create a system that will be used to obtain reports of billing records of patients. To implement a system that can be used to update billing information of patients. 1.4 SIGNIFICANCE OF THE STUDY The work will be beneficial to both the management and staffs within the establishment to create awareness of billing system using the software for the calculation of bills in the hospital, it will enable the management to know the total number of patients and the payment made by patient as the software will keep tracks of all the patients transactions with the hospital. It will ensure that patients are attended on time and a how a patient can get registered first, before the proper bill process. 1.5 SCOPE OF THE STUDY The scope of this project work covers design and implementation of a computerized hospital billing system, it provide a program that will effectively handle the operations of the hospital billing system. A program that will be interactive whereby they must be an operator (staff) to supply patients billing data into the computer system. ORGANIZATION OF THE RESEARCH This research work is organized into five chapters. Chapter one is concerned with the introduction of the research study and it presents the preliminaries, theoretical background, statement of the problem, aim and objectives of the study, significance of the study, scope of the study, organization of the research and definition of terms. Chapter two focuses on the literature review, the contributions of other scholars on the subject matter is discussed. Chapter three is concerned with the system analysis and design. It presents the research methodology used in the development of the system, it analyzes the present system to identify the problems and provides information on the advantages and disadvantages of the proposed system. The system design is also presented in this chapter. Chapter four presents the system implementation and documentation, the choice of programming language, analysis of modules, choice of programming language and system requirements for implementation. Chapter five focuses on the summary, constraints of the study, conclusion and recommendations are provided in this chapter based on the study carried out. 1.7 DEFINITION OF TERMS HOSPITAL: Is health care institution or a place where people who are sick, injured are given medical treatment and care. SYMPTOMS: A change in body or mind that shows that one is not healthy. PHYSICIAN: This is a qualified medical doctor who practices medical service. OUT-PATIENT: Is a patient who is not hospital for 24 hours but visited hospital clinic for treatment. IN-PATIENT: Is a patient admitted to the hospital and stay over night usually several days, weeks or months.

INTRODUCTION

1.0 Introduction

This chapter presents the introduction to the design and implementation of staff hooky detection system. Hooky detection has to do with monitoring attendance so as to know staff that come late to work or are absent. It presents the introduction, theoretical background, statement of the problem, aim and objectives of the study, significance of the study, scope of the study, organization of the research and definition of terms.

1.1 Theoretical Background

Attendance management is important to every single organization, it can determine whether or not a business will be successful in the future. Businesses will have to keep a track of employees, this being their main concern and a lot of other things. Monitoring attendance helps in the long term for a business, as an employer will be able to tell which employees arrive early, which arrive late and who has the most absences without any valid reason. This could help an employer in deciding which employees are most suitable to work in the business, having employees who arrive to work on time means that the day-to-day tasks of the organization will be fulfilled. Employees within an organization should know about their employer’s attendance and absence policy, so that they are aware of what is required of them.

Attendance management is also a health and safety procedure something in which that has to be carried out. It is important because in case of an emergency that was to arise in a workplace like a fire, then if they register in the company they will know how many people are inside a building. It is important to manage a set of workforce as it can lead to higher profits as well as an increase in productivity.

If you have a look on the other side of what will happen if a business does not manage their attendance, it will mean that they will have no sort of information to look back on in case if it is needed in the future. They also will not be able to keep a track on their employees on a day-to-day basis which means there is no leadership in place.

There are many ways in which an organization can monitor attendance. This will vary from business to business, some may just use an attendance sheet, some may use online and recently a lot of businesses have been using finger print recognition which can be very reliable. Each will have their own positive and negative. Nowadays everything is done through technology, over the last couple of decades technology has vastly improved leading it to be used by many businesses. Businesses can monitor attendance the simple way by having a sign in sheet which can be very quick and convenient, but however this system could be outdated in a business organization and can easily get lost. Using an online register or using a programme can help a business in the broader context. If an employer has an online register he/she can bring up the past and current attendance information about each individual employee. This can be looked into detail if the employer wanted to. Another point about an online register is that it can’t get lost as you can have many saved copies of it and it is convenient you can bring it up whenever you log into an account. One piece of software that employers tend to use which is called ‘Celayix’ gives employers real time alert to display employee activity. Shifts missed as well as late check-ins this software will automatically alert the employer or the management team, and from this the employer will be able to do whatever is necessary. This all comes under in how a business will monitor attendance.

1.2 Statement of the Problem

The following problems necessitated this study:

Inability of employees to monitor staff attendance
Constant absenteeism of staff
Inability to get reports on staff attendance
1.3 Aim and Objectives of the Study

The aim of the study is to design and implement a staff hooky detection system. The following are the objectives of the study:

To develop a software system that will aid logging of employees for time attendance.
To develop a system that will indicate employees that are late or absent from work
To develop a system that will present reports of attendance.
1.4 Significance of the Study

The significance of the study is that it will provide an avenue for employees to monitor the attendance record of staff. It will help discourage late coming to work. Also, the study will facilitate easy presentation of attendance reports.

1.5 Scope of the Study

This study covers design and implementation of staff hooky detection system, a case study of akwa ibom state polytechnic security unit. It is limited to the use of keyboard to login for attendance.

This research work is organized into five chapters. Chapter one is concerned with the introduction of the research study and it presents the preliminaries, theoretical background, statement of the problem, aim and objectives of the study, significance of the study, scope of the study, organization of the research and definition of terms.

Hooky – Absence from school or work.

Hooky Detection – To detect or find out who is early/late/absent from work

Attendance – The count or list of individuals present for an event.

Absent – Being away from a place or not present.
