Abstract
Collection development is a critical aspect of managing public libraries as it involves the selection, acquisition, organization, and maintenance of library materials to meet the information needs of library users. In Nigeria, public libraries face numerous challenges in their collection development efforts. This research project aims to explore and analyze the challenges of collection development in Nigerian public libraries. One of the primary challenges faced by Nigerian public libraries in collection development is inadequate funding. Limited budget allocations hinder the acquisition of new materials, subscription to electronic resources, and maintenance of existing collections. This financial constraint restricts the libraries' ability to update their collections regularly and provide current and relevant materials to users. Another significant challenge is the lack of trained personnel in collection development. Many public libraries in Nigeria lack qualified librarians with expertise in collection development practices. This results in substandard selection criteria, poor collection organization, and inadequate maintenance of materials. The absence of skilled professionals hampers the libraries' ability to build a well-rounded and diverse collection that caters to the diverse information needs of users. Additionally, the issue of outdated and inadequate infrastructure poses challenges to collection development in Nigerian public libraries. Inadequate shelving, storage facilities, and cataloging systems hinder the efficient organization and maintenance of library materials. This leads to difficulties in accessing and retrieving materials, which negatively impacts the users' overall experience and satisfaction with the library services. Furthermore, the lack of a comprehensive collection development policy in many Nigerian public libraries contributes to the challenges faced in this area. The absence of a clear policy framework results in inconsistencies in selection criteria, acquisition processes, and collection maintenance practices. A well-defined collection development policy is essential for guiding the libraries in making informed decisions regarding the types of materials to acquire, the allocation of resources, and the management of collections. In conclusion, addressing the challenges of collection development in Nigerian public libraries requires a multi-faceted approach that involves increased funding, training of library staff, improvement of infrastructure, and the development of comprehensive collection development policies. By overcoming these challenges, Nigerian public libraries can enhance their collection development efforts and better serve the information needs of their users.
