Abstract
Public housing programmes are essential components of government efforts to provide affordable housing for low-income individuals and families in many countries, including Nigeria. This research project aims to evaluate the effectiveness and impact of public housing programmes in Nigeria from a theoretical and conceptual perspective. The study will employ a mixed-methods approach, combining quantitative data analysis with qualitative assessments to provide a comprehensive evaluation of the various public housing programmes in Nigeria. The theoretical framework for this research will be based on the concept of housing as a basic human right, as well as relevant theories and models in the field of housing policy and urban development. By examining the historical context of public housing in Nigeria, the research will seek to identify key challenges and opportunities for improving the design and implementation of public housing programmes. Through a comparative analysis of different public housing models and case studies, the study aims to highlight best practices and lessons learned that can inform future policy decisions. The conceptual approach of this research will focus on the underlying principles and values that guide public housing programmes in Nigeria. By exploring issues such as affordability, accessibility, and sustainability, the study will assess the extent to which current public housing policies align with the needs and aspirations of low-income households in Nigeria. In addition, the research will investigate the role of various stakeholders, including government agencies, housing developers, and community organizations, in shaping public housing programmes and outcomes. By engaging with stakeholders through interviews, surveys, and focus group discussions, the study aims to capture diverse perspectives and experiences related to public housing in Nigeria. Overall, this research project seeks to contribute to the ongoing discourse on public housing in Nigeria by offering a theoretical and conceptual analysis of the key issues and challenges facing public housing programmes. By generating new knowledge and insights, the study aims to inform policy debates and decision-making processes aimed at improving the quality and impact of public housing initiatives in Nigeria.

Project Overview

INTRODUCTION

The aim of this paper is to develop and test a theoretical and conceptual framework for an alternative approach to evaluation of public housing programmes in Nigeria. It seeks to address limitations of existing approaches where one theory or discipline has the upper hand in evaluating public housing programmes. This paper proposes a broad-based framework for assessing relationships between input, output and outcomes of public housing programmes through a realistic approach to evaluation based on objective-oriented theory, theory-driven evaluation paradigm and conceptual issues. This approach allows for the use of logical framework to explain the complex connections between underlying programme theory and outcomes. The distinct features of this alternative evaluation approach include: an open-ended evaluation approach; housing providers and residents participation; broad-based and a multi-faceted data gathering approaches and analysis in distinguishing the outcome of different housing delivery strategies in public housing programmes.
